Maseru, May 19 — The atmosphere at the Royal Palace on Tuesday morning is a blend of anticipation, ceremony and quiet political intrigue as cabinet ministers, senior government officials and members of the diplomatic corps gathered for the swearing-in of newly appointed cabinet minister, Mr. Moeketsi Mots’oane.

Vehicles stream steadily through the Palace gates as invited guests arrive in batches, some pausing briefly under the cool autumn sun to exchange greetings before making their way inside. Small groups formed across the palace grounds, where conversations flow easily among politicians, civil servants and diplomats dressed in formal attire befitting the occasion.
